In order to combine the efforts of private organizations and institutions to promote various welfare services for women and children, improve service quality and standards, and clearly regulate the eligible recipients, types of subsidies, principles, conditions, and standards for various subsidies, the Taoyuan City Government has established the “Directions for Subsidies for the Promotion of Women and Children’s Welfare by the Taoyuan City Government” and the “Operating Guidelines for Subsidies for the Promotion of Women and Children’s Welfare by the Taoyuan City Government.”
If an applicant organization is a related party as defined in Article 3 of the Act on Recusal of Public Servants Due to Conflicts of Interest, it shall proactively and truthfully disclose its identity and relationship in the application documents in accordance with Paragraph 2 of Article 14 of the Act.
I. Eligible Recipients of Welfare Subsidies for New Immigrants
The eligible recipients are as follows:
- Social welfare institutions established as foundations.
- Foundations whose articles of incorporation specify the provision of services related to new immigrants or social welfare services.
- People’s organizations registered with the Taoyuan City Government whose articles of incorporation specify the provision of services related to new immigrants or social welfare services.
- Public and private senior high schools and schools above this level.
- People’s organizations registered with the central competent authority, whose registered address is located in Taoyuan City or which have a local-level organization or branch office in Taoyuan City, and whose articles of incorporation specify the provision of services related to new immigrants or social welfare services.
- Community development associations in Taoyuan City.
II. Types of Welfare Subsidies for New Immigrants
(1) New Immigrant Activities
Multicultural activities: Festivals and celebrations of different countries, promotion of multicultural exchange, fairs, markets, and other activities.
Family activities: Parent-child activities and activities promoting family relationships.
Multicultural local trips: Guided walking tours, local exploration combined with cultural stories, parent-child collaborative learning routes, and similar activities.
Activities for children of new immigrants: Cultural integration activities, empowerment camps, and similar activities.
(2) Lectures and Forums
Topics include new immigrant culture, rights and interests of new immigrants, employment or health issues concerning new immigrants, multicultural differences, issues related to adapting to daily life, and other issues promoting gender equality.
(3) Support or Growth-Oriented Groups
Activities that assist members in expressing emotions and exchanging feelings, enhance members’ ability to adapt to their environment and families, and promote self-understanding and understanding of others through mutual interaction and exchange.
(4) Empowerment Courses for New Immigrants
Life adaptation courses: Digital applications in daily life, basic knowledge of laws related to daily life, health and medical care, etc.
Multicultural learning courses: Cooking food from participants’ countries of origin, Taiwanese folk culture, festival experiences, cross-cultural exchange courses, etc.
Professional skills courses: Digital learning, physical and mental health, family life, etc.
Social participation courses: Volunteer service training, organization management, leadership training, etc.
Media and creative courses: Media literacy, media creation skills, cultural integration and expression, community and public participation, etc.
(5) Community Care Service Centers for New Immigrants
These service centers provide convenient and localized services to assist new immigrants with adaptation to daily life, family and marriage matters, childbearing and education, employment, social identity, and other needs.
The eligible recipients and subsidy amounts for these service centers shall be handled under separate plans.
【Application Notes】
- People’s organizations may receive subsidies for a maximum of three cases per year, with a maximum subsidy of NT$50,000 per case.
- Community development associations may receive subsidies for a maximum of one case per year, with a maximum subsidy of NT$30,000 per case.
- Recipients that won an award as a New Immigrant-Friendly Community in the previous year may receive a subsidy of NT$50,000 per case.
- The reimbursement and settlement of a previous case must be completed before an application for the next case may be submitted.
(1) Application Documents
The applicant shall prepare the following documents and submit the application by official letter one month before the activity:
- Official letter (application must be submitted one month before the activity).
- Subsidy Program Application Form (must bear the organization’s seal and the chairperson’s seal).
- Subsidy Program Plan.
- Budget Estimate (must bear the seals of the chairperson, accountant, and secretary-general/person in charge).
- Declaration of Subsidy Funds (including the disclosure form for the identity and relationship of public officials and related parties).
- Copy of the registration certificate or legal-person registration certificate.
- Copy of the responsible person’s certificate.
- Copy of the organization’s articles of incorporation (stamped to certify that it conforms to the original and bearing the responsible staff member’s seal).
Note: If an activity applying for a subsidy charges participation fees, the budget estimate must clearly state the amount of the fee and the basis for calculation. The actual amount received and spent must also be reported during reimbursement.
(2) Organizations Registered with the Central Government
In addition to Items 1–5 above, the following documents must also be submitted:
- Copy of the central government organization registration certificate.
- Copy of the central organization’s articles of incorporation.
- Certificate of election of the chairperson of the central organization.
- Documents proving that the organization’s registered address is located within the territory.
- Copy of the certificate proving the person responsible for the local-level organization.
- Copy of the official letter acknowledging the filing of the minutes of the central organization’s members’ meeting held within the past year.
If the required application documents are incomplete, the applicant shall be notified to make corrections within seven days. Applications that are not corrected within the deadline, or remain incomplete after correction, will not be accepted.
III. Reimbursement and Settlement After the Activity
Within one month after the completion of the activity, the following documents shall be submitted for reimbursement and settlement. For plans or activities conducted in December, reimbursement and settlement must be completed by December 15 of the same year:
- Official letter.
- Copy of the Taoyuan City Government approval letter.
- Official letter regarding activity changes (not required if there were no changes).
- Original receipt.
- Original supporting documents for expenditures (must be affixed to the designated expenditure voucher sheets).
- Project results report (must fully present all items listed in the budget estimate in the project plan, including the cover page).
- Copy of the remittance account.
- Declaration regarding income tax withholding (not required if not applicable).
- Participant roster – New Immigrant Welfare Services.
- Satisfaction Survey – New Immigrant Welfare Service Subsidized Course/Activity.
- Satisfaction Survey Analysis – New Immigrant Welfare Service Subsidized Course/Activity.
【Reimbursement and Settlement Notes】
- Original expenditure receipts must be submitted for the subsidized amount. Receipts shall be affixed item by item to the designated expenditure voucher sheets. After review, these documents will be returned to the subsidized organization, which shall properly retain them. The Taoyuan City Department of Women’s and Children’s Development may dispatch personnel for periodic or non-periodic on-site inspections.
- Promotional materials funded by policy-oriented subsidies or innovative service experimental programs shall state either “Printed with a subsidy from the Taoyuan City Government” or “Printed with a subsidy from the Taoyuan City Government Public Welfare Lottery Surplus Distribution Fund.”
- Where subsidy funds constitute personal income, tax withholding shall be handled in accordance with the regulations governing withholding on salary income.
- The subsidized organization shall retain relevant expenditure documents for ten years in accordance with Article 6 of these Guidelines and establish complete records and files for inspection.
(1) Circumstances in Which Subsidies Will Not Be Granted
An applicant will not be eligible for a subsidy if any of the following applies:
- The organization fails to convene a members’ (representatives’) meeting or board of directors/supervisors meeting in accordance with its articles of incorporation.
- The terms of office of directors, supervisors, or board members have expired and an election has not been held.
- The same case has already applied for and received a subsidy from another agency of the Taoyuan City Government. However, this does not apply when the budget source is a feedback/rebate fund. (Activities held on the same date and at the same location shall be deemed the same case.)
- The applicant organization has been registered, granted establishment permission, or had its registered address in Taoyuan City for less than one year.
- A social welfare institution has violated social welfare-related laws or regulations within the most recent year, and the violation has been verified by the competent authority.
(2) Circumstances in Which Subsidies May Be Revoked or Recovered
If a subsidized recipient falls under any of the following circumstances, the subsidy authority may, depending on the severity of the situation, revoke or annul the original subsidy approval, order the return of all or part of the subsidy, and suspend eligibility for subsidies for one to five years:
- Application documents contain concealed, false, or otherwise inaccurate information.
- Refusal to accept supervision, inspection, or evaluation by the subsidy authority.
- Failure to carry out the approved plan as specified, or inability to carry it out for reasons attributable to the recipient.
- Changing the plan without prior approval from the subsidy authority.
- Improper use of subsidy funds.
- Failure to pay salaries in full or requiring employees to return part of their salaries.
- Failure to properly retain expenditure documents in accordance with regulations.
- Other violations of laws or regulations.
Note: If any of the above circumstances involve criminal liability, the case shall be referred to the prosecutor’s office for investigation. If the case results in an indictment or deferred prosecution, subsidy eligibility shall be suspended for two to five years.
Additional Notes
- If an activity needs to be changed or adjusted, an official letter shall be submitted to the Taoyuan City Government for record seven days before the activity.
- The subsidy authority may dispatch personnel at any time to inspect the implementation of the plan, complete inspection records, and conduct on-site evaluations.
