What are the eligibility criteria and application methods for Emergency Living Assistance for Children and Youth from Disadvantaged Families?
1. Where to Apply:
(1) Social Affairs Section of the District Office where your household is registered.
(2) Any of the 13 Family Service Centers in the city.
(3) Online: Visit the "Taoyuan E-Services" system under "Emergency Living Assistance for Children and Youth from Disadvantaged Families."
2. Subsidy Content:
(1) Eligible applicants receive NT$3,000 per person per month, generally for 6 months. After an evaluation by a social worker, this may be extended for another 6 months (maximum 12 months total for the same cause).
(2) Those already receiving other government living subsidies are ineligible, unless evaluated as a high-risk family in need of a top-up to reach the NT$3,000 standard.
3. Eligibility:
(1) Children and youth under 18 years old.
(2) Registered residents of Taoyuan City or non-registered/stateless persons residing in the city for over 6 months.
(3) Not placed in government-funded foster or institutional care.
(4) Families facing specific hardships: e.g., parent(s) unemployed, imprisoned, suffering from major illness, or addiction; divorce/death of a parent; victims of domestic violence; abandoned children; or minor pregnancy with financial difficulty.
(5) Financial Limits: Average monthly income per person must be below 1.5 times the city's minimum living cost; movable assets (stocks, deposits) average below NT$150,000 per person; and total real estate value below NT$6.5 million.
4. Required Documents:
(1) Application form and affidavit.
(2) Tax and property certificates for all family members for the most recent year.
(3) Photocopy of the child’s/youth’s bank passbook cover.
(4) Supporting documents proving the specific family hardship.
