1. **Eligibility:** The newborn must have their birth or initial household registration completed at a Household Registration Office in Taoyuan City. The legal guardian must meet one of the following criteria and remain registered in the city at the time of application: (1) Have been continuously registered in Taoyuan City for at least one year before the date of the newborn's birth. (2) For newborns born after January 1, 2024: If the applicant has been registered in Taoyuan for at least 10 months but less than one year, their prior continuous residency in Taipei City, New Taipei City, or Keelung City can be combined to meet the one-year residency requirement. (3) For newborns born after January 1, 2025: The applicant must be registered in Taoyuan before the newborn's birth and remain continuously registered in the city until the cumulative residency reaches one full year after the birth. 2. **Application Deadline:** (1) For those eligible under points (1) and (2) above: Apply within 6 months after the newborn's birth.
