1. **Definition of Vulnerable Families:** According to the "Social Safety Net Enhancement Project" approved by the Executive Yuan on February 26, 2018, "vulnerable families" refers to families at risk or facing multiple issues such as poverty, crime, unemployment, substance abuse, teenage parenting, the need to care for children with severe disabilities, or insufficient family care functions. These factors create physical, physiological, psychological, or environmental vulnerabilities that require multiple supports and service interventions.
