1. If another country provides the same protections to R.O.C. citizens with disabilities residing there as it does to its own citizens with disabilities, based on the principle of reciprocity, local competent authorities may issue an R.O.C. Disability Certificate. The application should be processed by the county or city government of the residential address listed on the Alien Permanent Resident Certificate (APRC). 2. In accordance with the principle of reciprocity, nationals from Japan, the USA, the UK, Canada, Singapore, France, Germany, Australia, Colombia, and Ireland who have obtained an APRC may apply for a Disability Certificate according to relevant regulations. After the Disability Assessment Form is issued, please proceed to a designated medical institution for assessment. Those assessed to meet the disability levels set by the Ministry of Health and Welfare will be issued a Disability Certificate by the Department of Social Welfare. 3. Required Documents: (1) Three 1-inch photos taken within the last three months, APRC, and a personal seal (or signature). (2) If entrusting someone else to apply, a power of attorney, a photocopy of the front and back of the agent's National ID card, and the agent's seal (or signature) must be provided.
