The primary breadwinner of the family is facing financial hardship due to emergencies, as assessed by a social worker. 2. The individual receives government social welfare subsidies, but these are assessed by a social worker as insufficient to meet basic living needs. 3. Other disadvantaged households assessed by a social worker as having an urgent need for assistance from the food bank.
