According to Paragraph 1, Article 3 of the “Standards for Determining Basic Language Proficiency and Basic Knowledge of the Rights and Obligations of Nationals for Persons Who Acquire the Nationality of the Republic of China through Naturalization,” an individual shall be deemed to possess basic language proficiency and basic knowledge of the rights and obligations of nationals if they have one of the following documents:

1. A certificate proving that the individual has attended a public or private school of any level or type in Taiwan for more than one year.
2. A certificate proving that the individual has attended courses offered by domestic government agencies for a specified minimum number of total or accumulated hours.
3. A certificate proving that the individual has passed the Basic Language Proficiency and Basic Knowledge of the Rights and Obligations of Nationals Test for Persons Who Acquire the Nationality of the Republic of China through Naturalization.

The Education Department of the Taoyuan City Government offers the following courses that provide certification for 72 hours of attendance:

Adult Basic Education Classes (New Immigrant Classes and General Classes):
These courses are offered in two sessions each year. The first session is held approximately from March to July, and the second session is held from August to December. Each session consists of 72 class sessions.

Course schedules can be found on the official website of the Education Department of the Taoyuan City Government under “Announcements” → “Latest News,” or through the “Latest News” sections of the Taoyuan South District New Immigrant Learning Center and Taoyuan North District New Immigrant Learning Center.

Supplementary Education Programs of Elementary and Junior High Schools:
The supplementary education programs of elementary and junior high schools operate on an academic-year basis. In accordance with the school calendar, the first semester begins in September and the second semester begins in February.

Information on schools offering these programs can be downloaded from the official website of the Education Department of the Taoyuan City Government under “Announcements” → “Latest News.” You may also contact the Lifelong Learning Division at 03-3322101 #7470. Participants may obtain a certificate of certified attendance hours upon attending the courses.
