Can a Foreign Spouse Work in Taiwan with Only a Residence Permit and No ID Card?

Before obtaining an ID card, a foreign spouse may work in Taiwan under the following circumstances: According to Article 48 of the Employment Service Act, a foreigner who is married to a citizen with household registration in the territory of the Republic of China and has been approved for residence may work without applying for a work permit. Therefore, as long as a foreign spouse has a residence permit, they can work without needing to apply for a work permit.
If an employer refuses to hire the applicant on the grounds of “no ID card or work permit,” the applicant may file a complaint to the Taoyuan City Government Labor Bureau in accordance with Article 5, Paragraph 1 of the Employment Service Act. Complaint phone: 03-3322101 ext. 6804-6806.
