The Bureau of Women and Children Development of Taoyuan City Government is implementing the "Social Assistance Program for New Immigrants before Registration and Air Ticket Subsidy Program for Special Circumstances Families Returning Home".
I. Subsidy Recipients: New immigrants who have registered their marriage with a resident of this city and actually reside in this city without obtaining the nationality of this country, including the following situations:
(1) New immigrants who are in a marital relationship but have not yet registered their household.
(2) New immigrants who were widowed before their household registration.
(3) New immigrants who have obtained custody of their children independently after divorce and before registration.
(4) New immigrants who have legally resided in Taiwan for other reasons before their household registration.
Ii. Eligibility for Subsidies:
(1) Pre-registration living allowance for new immigrants listed as low-income households: The applicant's household should meet the requirements of the first item of low-income households in this city. Additionally, the applicant (new immigrant) should comply with the relevant regulations of low-income households in this city regarding income, movable and immovable property, etc., and have resided in the country for more than 183 days in the past year.
(2) Medical assistance for New immigrants before registration: Those who meet any of the following circumstances may apply within three months after seeking medical treatment or being discharged from the hospital. However, those who are eligible for medical benefits under the National Health Insurance are not eligible to apply again.
1. Registered low-income households in this city.
2. Registered low - and middle-income households in this city, with a cumulative self-paid medical expense of NT $30,000 or more in the last three months.
3. The average monthly total family income distributed among all family members does not exceed 1.5 times the minimum living expense of the city for the current year, and the cumulative medical expenses borne by the family in the last three months have reached more than NT $30,000.
(3) Emergency assistance for New immigrants before registration: Those who fall into any of the following circumstances should apply within three months from the date of the occurrence of the emergency. For the same illness or injury or the same reason, an application can only be made once in the same year. Additionally, for those who apply for emergency assistance under Article 21, Paragraphs 2 to 6 of the Social Assistance Act, the application for the city's emergency assistance funds should be made in the name of the household first. If the same household has already received assistance, it will not be eligible for repeated assistance.
1. When a household member dies and there is no means to provide funeral arrangements.
2. The household members suffer accidental injuries or fall seriously ill, leading to a difficult living situation.
3. Those who bear the main responsibility for the family's livelihood, such as unemployment, disappearance, active military service or alternative service due to conscription, imprisonment, detention due to a case, legal detention or other reasons, are unable to work and thus fall into financial hardship.
4. The property or deposit account has not been utilized in a timely manner due to compulsory execution, freezing or other reasons, resulting in a difficult living situation.
5. Those who have applied for welfare programs or insurance benefits but are in financial hardship during the period before approval.
6. Others who have fallen into financial hardship due to major changes and have been assessed by this bureau as having a genuine need for assistance. However, if a new immigrant household has already applied, the individual is not allowed to apply again. (4) Subsidy for round-trip airfare for new immigrants returning home before registration in special circumstances: New immigrants who have been approved for the "Special Circumstances Family Assistance" subsidy and have not obtained the nationality of this country (meeting the provisions of Article 2, Paragraph 2 of the "Regulations on the Review and Operation of Special Circumstances Family Assistance in Taoyuan City"), and have the need to return home but are unable to pay the airfare.
